mfc facility, acmpr, dealer license for mfc facility

my understanding from re-reading the articles of licenses  achieved by rti adn liceses still in review are as follows: 

the research lab has reeived  the dealer license to research all sort of things.. 

the mfc facility ( they orignially had 20k sq ft) but since they decided to buy the land next to it and use some of this land to expand the facility, the facility will not be ready until the 2nd qtr of 2018 which brings us to  at the end of june. . at that oint, if the facility is ready,  health canada will inspect, than decide if they are to award the ACMPR and teh dealer license which allow them to manufacture drugs basically, 

so unless i missed something, unfortunately rti will not receive its license to culivate, manufacture etc. until the rd qtr 2018  at the earliest !! which is extremely dissapointing.

if i misunderstood something please feel free to share your understnding, i am hoping i am wrong..
