I might be wrong but I think that it would be a lose, lose situation sending the drug to Germany. First of all if the people get better, you can infer that it was the drug but you can not prove that it was the drug that made them better, so no point doing that. Secondly if anyone gets worse after taking the drug (even if it is not the drug’s fault), that exposes TLN to all sorts of possible law suits from people and their families looking to blame someone for the people who get worse or even die because they took a drug that was still in the testing stage.

 

I also have a feeling that TLN has just enough of the drug to cover their own needs for the testing and not the many thousands of doses that would be needed to be sent to Germany.
