Both Thermal and the client can endeavour to complete the study within the 6 month period and this could be written into the study agreement. As to the contract approval itself, yes only the client can decide the timeline. I agree that a much more active project pipeline is needed, that has always been the case. Bill has not been able to deliver on this. The Dry-rex technology should be sold if possible, to a company better able to make use of it.
