THe OTCBB listing does allow for people to trade in USD for a TSX listed stock. But the benefit of that is far outweighted by the lack of liquidity and transparency on the OTCBB. Also, MMs are the market on the OTC, thats how it works. THey put in bid and asks based upon the orders they see (that the public doesnt!).
