With our PE of 1 Here's a list of 160 mining companies with their PE's and earnings  

at quick glance it looks like the average PE is around 10 - 15%

Even if TVI was trading at 10% PE this would only value TVI at 65 million  

Things that could push TVI higher. 

TVIRD IPO
Starting Siana
Starting Mabillo 
Getting to the higher gold/silver grades at Balabag
Further gold found in the Tenaments
Price of gold/silver going up 

As a long shot maybe TVIRD's connections to the new Philippine government may be rewarded with new leases since TVIRD is meets the criteria for Philippine Ownership.
