Your statement is incorrect. A patent number isn't given till the patented process is complete. Even then a company with a strategic plan will ultimately prove to be the most successful when timing this process to be the most beneficial for the Corporation not for the curiosity shareholders.    

Second statement is also incorrect, it's not as simple as that.
