RE:FCCYou don't certify a chip or a chip set on it's own, it is not even possible. You certify a piece of equipment that can function as a stand alone unit. So they had one version of the electronic board containing the chipset other components making a functional unit in package. They certified that unit. Now if you change anything, say new board layout, and keep same components inside a bit reordered, then this unit will have to undergo a full certification process.
