Question - why does Aphria need Nuuvera to export?

Question - why does Aphria need Nuuvera to export?I know that LP's can get export permits from Health Canada so why doesn't Aphria just export themselves?

I know NUU has a dealer License under Control Regulations and Office of Controlled Substances. 
Is it because of this?
