I understand why.

1. They like the management and they approve their strategy to acquire at depressed prices. 

2. They don't want to sell just for a high premium, which also will be a still low price. For example 33 cents offers about 50% premium, but still is a bargain. They are Goldman Sacks because they don't sell low when the sentiment is negative. They exploit the opportunities, not giving them away.
