Unlike telecoms which have specific regions they operate in, the vast majority of tv stations (that aren't French) are national.

If Bell cannot buy a couple French tv stations, foreign companies cannot buyout, Quebecor not being national, Telus focusing on non-telecom operations, Rogers attempting to buy Shaw. 

There is nobody who can buy Corus. 

If it is incredibily challenging for Rogers to buy Shaw which at most have 2-3% overlap, it is not going to happen with Corus. Even if the Shaw transaction goes through the bulk of the family's compensation is in shares and will likely have a hefty tax bill. Doubtful they could financially acquire Corus.
