Will EMIDOM control the mining industry in the DR?

One of his first degrees issued by newly elected President Abinader created a new Mining Company in the DR , namely EMIDOM! What do we know about this company and for what purpose was it formed? Will it be a public traded company or will it be financed by Abinader's Government? Was it formed to give the political and business Elite of the country access to the riches of Mining?
