They do in aggregate significantly impact the financial system. They've also played a significant role in destroying venerable companies. Intel for one. GE for another.
Mechanically (versus opportunistically) buying back shares at the individual company level is actually dumb. I could see an undervalued company like VET buying back shares. ARC arguable. Then look at AAV, they bought back a whole slew of shares at $11.20, what's the share price now, under $9?
