Let's not forget those employees/contractors who are getting shares but aren't insiders and don't have to report.

If KEL is trading at such a steep discount to NAV they shouldn't be issuing new shares, your argument defeats itself. If they're a bargain buy, don't sell. If they need this compensation to retain talent they should pay for it at the expense of the company (buy back shares to keep the outstanding number of shares flat) or pay it as salary.
