Compared to four months ago, (a) there is now more evidence (vs raw hope) to be optimistic that the exploitation permit will be signed and, and (b) there is a much lower chance that after the permit is signed that the locals will create obstacles around the EIS or otherwise try to block the advancement of the project because they will have the real information and not the misinformation fed to them by PLD politicians with their own person agendas. My guess is that the permit doesn't get signed until sometime after part 5 of the Julius Santana op eds (in a few weeks?), but sometime soon thereafter is my best guess.
