I don't follow the stock much day to day, but that is strange. There was an article in The Nation a few hours ago which highlighted a substation that flooded in the southwest part of the island, resulting in a protracted power outage after Isaias. Though that would seem to imply that infrastructure projects like Montalva are needed more than ever.
