RE:Shovel ready workIn 2008/09 when these stimulus funded projects were announced most of the projects were already in pre-construction and SO were the selected pre-con managers. The relationships with the government was between elected officials, clients and SO senior management. (I dont believe this exist at this point) If SO don't have these projects already 90% awarded to them then No the chance of being awarded is small.

Another factor to consider is that most trades will not partake in SO projects as they want security that SO will pay. During 2008/09 SO was one of the best paying (if not the best) GC's and trades wanted to work for them. These projects typically do have shorter schedules and the GC need to proof he can deliver on time as the money need to be spend in a short period of time or the client stand a chance of loosing a portion of the funding.

If SO is connected to all levels of government yes maybe they stand a chance of picking up a few of these projects but I'm not sure that this is the case. The people who where connected left the company.
