RE:Interview with silas garrison HealthSpace is an off the shelf SaaS Enterprise Software platform that is easily customied.   That is why the Contract Tracing was easy to add in. Most of  basics is already in the platform.

The other guys are custom so;ution providers.  they take your specs and build a platform for you once its done thats what you get after you test it.  This also cost BIG $$$$.   Need changes more $$$$, So the other guys are not going to have any contract tracing software until you give them the specifications and pay what ever millions $$$ they want.

So given a choice between having HS now or the other guys in a year or more at much greater cost.
