You are speculating, when you say that Taca Tacas could never become a mine without a JV with  Salta.

That is not to say, that there will not be a JV. If they can prove up a beter deposit by combining the clams, then why not do it.

 

There is nothng outrageous about dumping tailings on a neighboring claim. At that point it will not be Salta's. They wil either be bought out, or have their license revoked. You seem to be implying that this issue is central to Taca Taca. It is not just banana republics that do this. No sensible country would let this issue stop a mine.
