good initial offer......posted a few months back that this would be the time to strike: business risk,commissioning risk, financing risk still in the air putting an uncertainty overhang on IPL. buy when there is value still to be made and if you wait a few more months the uncertainty starts to clear hopefully on all fronts . This offer will force the other stalkers out into the open and will mean at least one or maybe even two more competing offers with a higher price winning the day ( $22 + ??) . my opinion . see what happens. dwdc
