Note the AMF doesn't have a great track record.  Note particularly the first article (below).  From the article: “Quebec's securities regulator, the AMF, sternly rebuked for 'repeated errors' and 'lack of rigour'”.  Also note that this case was thrown out of court.

Keep in mind that Peter (and PYR) are innocent until (if) things are proven in court.
