to be honest, a settlement through the court would be better, because in that case, the situation in 2009 - 2011 would be the base for future business calculations.
People which had shares at this time, and lost anything would get their funds back, which have been stolen from the Canadian Government.

Now, shareholders can win something, which have nothing to do with the business 10 years back.

I cannot imagine, that such a low ball offer settlement could really lead to finish this steal.
