PERMITTING FREEZE
President Abinader has made mining growth a key priority for his administration, aiming for 2Moz/y gold equivalent production by 2024.
Attracting more investment is one of the main aims of the legislative overhaul, along with updating environmental regulations.
But the country will need to overhaul its creaking regulatory system and end a freeze on new mining permits to enable it to lure in investment, Fernando Gonzlez Nicols, roundtable president, told the webinar.
The Dominican Republic is currently not seen as a favorable place for mining, languishing in 72nd place out of 76 jurisdictions for investment attractiveness, according to the latest Fraser Institute survey of mining companies.
This is in part due to an unjustified freeze on new mining permits, according to Gonzlez.
Among the projects which have been held up by this halt is GoldQuest Mining’s Romero gold asset.
Presidential endorsement of an exploitation license for the project has been delayed, which has forced the company to look elsewhere for investment opportunities.
“The company is monitoring the political situation in the Dominican Republic and any progress towards presidential endorsement of the exploitation license with interest as it evaluates other opportunities in mining friendly jurisdictions,” the company said in its Q3 MD&A report.
