This is a coordinated plan , one that " tests the waters " or as we would rather put it , has the locals get used to activity in the area . The increase is coming .

I totally agee, My feeling says that the DR could/would give the permit straightforward, BUT decided better to test reactions first and get the people used to renewal mining activity. Behind the scenes ii is a done deal. GLTA
