I wonder what it means  a) he has enough water for  SR and this is extra  b) he needed money  c)  he's walked away from SR  d) other???? thoughts???

You apparently forgot the $1.37 million paid for the option to buy "up to" 115 acre feet, which would be lost if the city bought the rights. And at $4000/household, that is another $4 ...more
