If the investors were planning to come back now to do a PP, that is a material event that needs to be disclosed. Sure Doug said they could come back anytime, that's an indefinite timeline.

If they are doing a run at GSI by buying in the open market, the volume doesn't support it, esp. against the backdrop of a declining share price. Word would likely get out on the street as well.
