You appear to be mixing the terms land ownership, surface rights, and the drilling rights. The agreement to be renegotiated is for the right to mine silver from the surface. The site has mine shaft all over the place so I imagine there is limited surface operations going on still. Why are you trying to imply this has anything to do with Stroud's agreement to drill and discover underground resources?
