I think he is saying that you need money to build plants.  And when you don't have any you have to find it.  If you have some kind of an offtake agreement (look up the general definition) based on future delivery of certain product amounts, etc, then you have something to present to potential financiers.

And if you have no idea of what your cost structure will be before you can negotiate, then your best bet for raising money is through government programs but even then you need something reasonably solid.  But this should not be the case with HPQ.  They are already publicly touting numbers for various things with great confidence. 

I think the bottom line is that biggest share price moves will happen on NRs showing tangible $$ commitment by potential clients and partners.  It gives the stories needed support.  True for any company especially those that had SPs take a run in the past and then collapsed IMO.
