Yep, T+3 is the settlement for the rights, so the last day to purchase shares and get rights was Friday. It went ex-rights on Tuesday. Also agree with the trading behaviour. Stocks typically

It sounds like you are trading the US ticker (TEKXF) via a US broker, so it may simply be that it takes longer for the rights offering election form to become available. I'm stateside as well
